Reviewed October 2026 · Plain-language guide

We are a Naperville, Illinois CPA firm, and we serve Salt Lake County clients remotely; we have no office in Utah. The details that most affect Salt Lake County taxpayers are the property tax calendar and the way Utah adjusts its flat income tax through credits. This page covers those local mechanics. Our Utah page covers the statewide basics, such as the 4.5% rate for 2025 and the primary residence exemption.

Property tax: valuation notices, appeals and Truth in Taxation

The Tax Commission says Utah values locally assessed real property as of January 1 each year, and the county must mail the initial valuation notice no later than July 22. A property owner can appeal to the County Board of Equalization, generally by September 15. Utah Code section 59-2-1004 sets the deadline as the later of September 15 or the last day of a 45-day period beginning on the day the county auditor provides the notice of property valuation. The Commission says late-filed appeals are accepted only under very limited criteria, so a missed deadline generally leaves the noticed value in place. After the county board decides, an appeal to the Tax Commission must be filed on form TC-194 with the County Auditor within 30 days of the decision.

A separate process, Truth in Taxation, applies when a taxing entity wants a rate above its certified tax rate. Utah Code section 59-2-919 sets the rules, and public notice and a hearing must come before the increase can be adopted. Counties and most special service districts hold their hearings in late summer and fall, while school districts, cities and towns work on spring and summer budget timelines. Your valuation notice and a Truth in Taxation notice are different things: one is about your value, the other about whether a government is raising its rate.

Salt Lake County bills are due by November 30, or the next business day. The Treasurer lists the penalty as the greater of 2.5 percent or $10 per parcel, reduced to 1 percent or $10 per parcel if the penalty and balance are paid in full by January 31. See our Utah page for the primary residence exemption.

Utah income tax: the credit that shrinks as income rises

Utah applies one flat rate, 4.5 percent for 2025, to Utah taxable income on the TC-40, and then uses the taxpayer tax credit to account for deductions and exemptions. To figure the credit for 2025, you add the Utah personal exemption of $2,111 per dependent to your federal standard or itemized deduction, subtract any state income tax you itemized, and multiply by 6 percent. Then the credit phases out: you subtract 1.3 percent of your Utah taxable income above a base of $18,213 for single filers, $27,320 for heads of household, or $36,426 for joint filers. Put simply, each $1,000 of income above the base reduces the credit by $13.

Two other credits are worth knowing. Utah residents with income taxed by another state can claim a credit for tax paid to another state. And Utah offers a credit for increasing research activities: 5 percent of qualified expenses above a base amount, 5 percent of certain payments for basic research above a base amount, and 7.5 percent of qualified research expenses in Utah for the year. The first two can be carried forward 14 years; the 7.5 percent credit cannot. Our research credit guide covers the federal credit, and we can review the Utah worksheet alongside it.

Starting a business in Salt Lake City

Salt Lake City requires a business license for anyone engaging in business within the city limits, and it applies to every residential rental property in the city, with one license per location. Commercial licenses are reviewed for zoning, building and fire safety. Applications are online only. To apply you need your registration with the Utah Department of Commerce (a business name, corporation, LLC or partnership), a state sales tax number if applicable, and a federal tax ID if applicable.

The city says state law means it does not require a license for a business run from home unless the business affects the neighborhood. If you plan an entity, our business formation service can help with the setup order. If you are paid in stock or consult on the side, see our RSU and stock option guide and our page for IT consultants and tech professionals.

The Indian-American community and US-India tax in Salt Lake City

The Salt Lake City-Murray metro area has about 10,800 residents who identify as Asian Indian alone or in combination (about 0.8%). Salt Lake County has about 10,600 (0.9%) and the city of Salt Lake City about 1,500 (0.7%), according to the American Community Survey 2020 to 2024 5-year, Table B02018. Small-city estimates carry large margins of error.

The Consulate General of India in San Francisco lists Utah in its 2025 jurisdiction table, with Northern California, Colorado, Hawaii and Wyoming. Its website lists passport, visa, OCI, attestation and renunciation services.

  • Provident fund. An EPF balance has tax and reporting consequences.
  • Mutual funds. Many Indian funds are PFICs.
  • Work visas. Our H-1B and visa holders page explains residency and filing basics.
  • Moves. A move into or out of Utah splits the year into resident and nonresident parts.
