From Naperville, Illinois, we prepare returns and run payroll for Cincinnati clients remotely; we do not have an office in Ohio, Kentucky or Indiana. Cincinnati sits where Ohio meets Kentucky and Indiana, so many people live in one state and work in another. Two questions follow: which state taxes the wages, and whether the city's income tax follows the paycheck anyway. This page covers the city and the river border. Our Ohio page covers state rates.

The Cincinnati earnings tax

Cincinnati says anyone who lives or works in the city owes the tax. All residents age 18 and older with taxable compensation pay it, whatever their income level. A return is required unless the taxpayer's only taxable income is wages and the employer withholds the city tax. Residents and nonresidents who are engaged in business in the city must file even if no tax is due. The 2025 individual return was due April 15, 2026, and its estimated-tax section is mandatory when the 2025 liability was $200 or more, with later installments due June 15 and September 15, 2026 and January 15, 2027.

Credit works in one direction. The city's 2024 nonresident packet says residents may claim tax paid to another city up to 1.8% of qualifying W-2 wages, reduced further if the other municipality has a wage cap. Nonresidents may not claim taxes paid to another municipality.

Nonresidents who work both in and out of Cincinnati can ask for a refund of tax their employer withheld, based on days worked. The packet starts from Box 5 of the W-2 (Medicare wages), not Box 1, and reduces it by amounts earned from stock options. You list the dates and places of days worked outside the city on an itinerary, and a box on the return marks work performed fully at home. Severance pay can be allocated using an average of your allocation percentages for the prior three years. Refunds under $10 are not issued. A request must be made within three years from the date of the tax payment, the date the return was due, or three months after final determination of your federal tax liability, whichever is later.

Example: a nonresident works 200 days, 150 of them outside the city per the itinerary, so 25% of Box 5 wages is allocable. On $100,000 of wages that is $25,000 taxed at 1.8%, or $450. If the employer withheld $1,800, the refund would be $1,350. The same packet says a Cincinnati resident may not allocate days worked outside the city, which matters for anyone who lives in the city and works remotely for an employer elsewhere.

Crossing the river: Kentucky and Indiana

The Ohio Department of Taxation says employers need not withhold Ohio income tax from residents of Michigan, Indiana, Kentucky, West Virginia or Pennsylvania who earn compensation for services in Ohio. That removes the state tax from a Northern Kentucky resident's Cincinnati paycheck, but not the city tax. See our Kentucky and Indiana pages for each state's own return.

Kentucky's side has details. Its 2025 instructions say Kentucky taxes people by state of residence under its reciprocal agreements, and for Ohio the exemption covers wages and salaries. Wages an S corporation pays to a shareholder-employee holding 20% or more of the equity are not exempt. Kentucky allows no credit for tax paid to a reciprocal state on that income, so if the other state withheld, you file with that state for the refund. Anyone who lives in Kentucky more than 183 days in the year is treated as a resident and reciprocity does not apply. An Ohio resident who works in Kentucky, has Kentucky tax withheld and has no other Kentucky income files Form 740-NP-R to recover it. Kentucky cities and counties also levy their own occupational license taxes, which our Kentucky page describes.

Hamilton County property complaints

Hamilton County says an owner may contest a value by filing Form DTE 1 (DTE 1M for manufactured homes) with the Board of Revision between January 1 and March 31, postmarked no later than March 31. Complaints cannot be submitted by email. The board notifies you at least 10 days before the hearing if your presence is required, and hearings last about 15 minutes. Extra evidence can be sent up to 10 days before the hearing. Allow six to eight weeks for a certified-mail notice of result. You then have 30 days from the mailing date to appeal to the Ohio Board of Tax Appeals or the Court of Common Pleas. One local item is pending: Ohio's list of questions for the November 3, 2026 election shows an additional 1.25% school district income tax proposed for the North College Hill City School District, for five years from January 1, 2027 if approved. We saw no City of Cincinnati income tax question in late October 2026.

The county's Auditor says Hamilton's last reappraisal was in 2023 and a triennial update, based on sales without physically viewing each property, follows in 2026. The county has more than 350,000 parcels.

The Indian-American community and US-India tax

Warren County, Ohio, northeast of the city, stands out: about 10,600 residents, or 4.2%, identify as Asian Indian alone or in any combination. The whole metro area, which spans Ohio, Kentucky and Indiana, has about 26,600 (1.2%), while Hamilton County has about 7,900 (0.9%) and Butler County about 4,100 (1.0%) (American Community Survey, 2020 to 2024). The Embassy of India's list, effective July 15, 2025, places Ohio under the Consulate General in New York, Indiana under Chicago and Kentucky under the Embassy in Washington, DC.

How we can help

For Cincinnati-area households, the useful work is usually matching each W-2 to the right state and city. We prepare the Ohio, Kentucky, Indiana and Cincinnati returns, build day-allocation schedules for refund claims, and run payroll for employers with staff in more than one state, using our guide to local payroll taxes. We also handle IRS notices and US-India reporting, all remotely. If any piece requires a license in one of the three states, or a local professional, we will say so.
