Clients in Cleveland and Cuyahoga County work with us from a distance: our CPA firm is in Naperville, Illinois, and we have no office in Ohio. In Cuyahoga County your tax bill depends on the state rate and also on where you live, where you work and whether you own a practice or business. Cleveland's city income tax runs through its own collection agency, and property valuation complaints must be filed in a three-month window that nobody can extend.
Cleveland's city tax next to the state tax
The City of Cleveland Division of Taxation runs a Central Collection Agency (CCA), which collects Cleveland's municipal income tax. Its 2026 rate table lists Cleveland at 2.50% with a 100% tax credit and a 2.50% credit limit. The table's footnote says that when you work outside your home city, the residence credit is limited to the listed credit limit. Read plainly, that means a Cleveland resident whose work city charges less than 2.50% owes Cleveland the difference.
Example: a Cleveland resident earns $100,000 in a suburb that charges 2.0%. The suburb takes $2,000, the credit covers that amount against Cleveland's $2,500, and about $500 remains due to Cleveland. Rates, caps and credits vary by city, so confirm the figures with the agency.
The CCA table also carries special lines at 2.50% for districts and zones, such as Shaker Square and the IX Center, and for companies with revenue-sharing agreements with Cleveland. If your employer sits in one of them, ask payroll which rate it uses. The state rates also changed: R.C. 5747.02 sets 3.125% on nonbusiness income above $100,000 for 2025, and a single 2.75% rate above $26,050 for 2026 and later. Our Ohio page covers the full schedule and the 20-day remote-work rule, and the Columbus page shows how another large Ohio city handles its tax.
Business income, practices and healthcare employers
Ohio does not give everyone the same business treatment. Under R.C. 5747.01, an individual deducts up to $250,000 of the part of federal adjusted gross income that is business income, or $125,000 per spouse filing separately. The statute defines business income as income from transactions and activities in the regular course of a trade or business. It specifically includes gain from a partial or complete liquidation of a business and from the sale of an equity or ownership interest in a business. It defines compensation separately, as pay to an employee for personal services.
So how an owner is paid matters. A physician or dentist who owns part of a practice can have salary, pass-through income and sale proceeds that fall in different categories. Our guide to reasonable compensation explains the federal side, and our page for physicians and healthcare professionals covers training years, moonlighting and practice ownership.
Cleveland Clinic says it is the largest private employer in Northeast Ohio, and hospital employees across the county face the same questions. For an employee, the filings that need attention are usually extra income, such as locum work, consulting, rental property or an ownership stake.
Property complaints and exemptions in Cuyahoga County
Cuyahoga County completed a state-mandated sexennial reappraisal in 2024, which the county said raised home values by an average of 32%. The Fiscal Office describes a triennial update three years after each reappraisal.
A complaint to the Board of Revision may be filed from January 1 through March 31. For tax year 2025 the deadline was 11:59 p.m. on March 31, 2026, or a U.S. Postal Service postmark of that date. The county says the state sets that deadline and no extensions are possible. Online filing is free and avoids the notary requirement for paper forms. You give an opinion of value when you file, but evidence can follow up to 7 business days before the hearing. The board holds hearings in person, by Zoom and by phone.
Seniors, owners with permanent total disabilities, and certain veterans and surviving spouses can ask for the homestead exemption. For 2026 the income threshold is $41,000 (measured on 2025 income) and the exempt value is $29,000. The application is due by December 31, and you must own and occupy the home on January 1. The Treasurer lists the 2026 real estate tax due dates as February 19 and August 13.
One local item is pending. The Ohio Secretary of State's list of questions for the November 3, 2026 election includes an income tax replacement and increase proposal in Olmsted Falls, in Cuyahoga County, listed at 2% and starting January 1, 2027 if approved. As we read the list in late October 2026, it shows no City of Cleveland income tax question. Check your sample ballot.
The Indian-American community and US-India tax
In the American Community Survey for 2020 to 2024, about 21,600 people in the Cleveland metro area (roughly 1.0%) report Asian Indian alone or in any combination, and about 16,400 of them (1.3% of the county) live in Cuyahoga County. The Embassy of India assigns Ohio to the Consulate General of India in New York in its jurisdiction list effective July 15, 2025.
Topics that come up for Cleveland-area families:
- How residency rules apply to a visa holder who becomes a resident for tax purposes mid-year.
- Whether Indian accounts must be reported on the FBAR and Form 8938.
- How gifts and inheritance from India are reported in the United States.
- How to report rent from property in India.
How we can help
For Cleveland-area clients we prepare federal, Ohio and municipal returns from a distance, and we look closely at how practice owners and other business owners are paid. We can also run payroll and bookkeeping, respond to IRS letters and handle US-India reporting. Should a matter need an Ohio license or a local professional, we will say so rather than stretch our role.
