Reviewed October 2026 · Plain-language guide

We are a CPA firm in Naperville, Illinois. We help clients from Hartford to the Stamford end of Fairfield County remotely and have no office in Connecticut. Local tax in Connecticut runs through your town hall: the grand list, the mill rate and the appeal all start there, and Hartford's scheduled revaluation date, October 1, 2026, has just passed. For people who own S corporations or partnerships, the state's optional pass-through entity tax adds a second calendar.

Connecticut income tax: credits and cross-border pay

The 2025 CT-1040 instructions cap the property tax credit at $300 per return, whatever the filing status. It applies to tax paid on a primary residence, a motor vehicle or both, offsets only the 2025 tax, cannot be carried forward and is not refundable. The full credit is available up to $49,500 of Connecticut adjusted gross income for single filers ($70,500 for joint filers and $54,500 for heads of household); it then shrinks in steps and is gone above $109,500 for a single filer.

Fairfield County commuters and remote workers should read the credit for tax paid to other places. Connecticut allows it for another state, a local government in another state or the District of Columbia, and requires you to attach the other return. It does not allow it for a foreign country such as Canada. The instructions also treat pay for work done from a Connecticut home office, for an employer in a state that applies a "convenience of the employer" test, as sourced to that state for the credit. Our New York metro and multi-state tax pages explain the cross-border side.

The PE tax for owners, agents and consultants

A partnership or S corporation doing business in Connecticut, or with Connecticut-source income, may elect the PE tax, and the election is irrevocable. The entity gives notice by checking the box on a timely filed CT-1065/CT-1120SI. Form CT-PET is due on the 15th day of the third month after year-end, which is March 15 for calendar-year entities. If the required annual payment is $1,000 or more, four installments fall due on April 15, June 15, September 15 and January 15. They are cumulative, and each is the lesser of 25%, 50%, 75% and 100% of the prior year's tax or 22.5%, 45%, 67.5% and 90% of the current year's. Owners then enter their credit on Schedule CT-PE, which feeds line 20c of the CT-1040. Independent insurance agents, brokers and consultants who operate through an S corporation or partnership are a natural audience, and the federal angle is in our SALT deduction guide.

Property tax: the grand list, revaluation and appeals

Connecticut assesses property as of October 1. The Hartford assessor says the city last revalued for the October 1, 2021 grand list, scheduled the next for October 1, 2026, and lists the 2024 grand list at $4,741,807,174. Appeals under Section 12-111 of the General Statutes go to the Board of Assessment Appeals and must be filed on or before February 20, with hearings in March. The page used February 20, 2026 for the prior list, so expect February 2027 for the revalued one, and confirm the date on your notice.

The Tax Collector bills in two installments due July 1 and January 1; the last day to pay is August 1 and February 1. Its page lists a real property mill rate of 68.95 for fiscal 2026 and 69.95 for fiscal 2027, with motor vehicles at 32.46 mills. It notes that one- to three-family homes are assessed differently, so their effective mill rate is much lower, and it describes relief programs for veterans, disabled residents and income-eligible residents over 65. Business owners file personal property declarations with the assessor; the 2025 deadline was November 3, 2025, and late filing carries a 25% penalty.

Estate and gift tax in Connecticut

Connecticut has its own estate tax and its own gift tax. The Department of Revenue Services says the exemption is $15 million for decedents dying in 2026. Gifts made in 2026 are exempt until the total exceeds $15 million, the page lists a 12% rate on the excess over the federal basic exclusion amount, and combined gift and estate tax is capped at $15 million. The first $19,000 per recipient is excluded, and the 2026 gift return (Form CT-706/709) is due April 15, 2027. See estate and gift tax basics.

The Indian-American community and US-India tax in Hartford and Fairfield County

The Census Bureau's 2020 to 2024 tables report Connecticut by planning region rather than county. The Hartford-West Hartford-East Hartford metro area has about 33,200 residents who identify as Asian Indian alone or in combination (2.9%). The Capitol Planning Region, which includes Hartford, has about 31,400 (3.2%), the Western Connecticut Planning Region, which includes Stamford, about 15,100 (2.4%), the city of Stamford about 5,100 (3.7%) and the city of Hartford about 1,600 (1.3%) (American Community Survey 2020 to 2024 5-year, Table B02018).

Connecticut residents fall within the Consulate General of India in New York, according to the Embassy's revised list that took effect July 15, 2025. Points worth planning around in Connecticut:
