CPA Tax Payroll and Accounting Corp works from Naperville, Illinois, and serves Milwaukee-area clients remotely. We have no office in Wisconsin. Two features make the Milwaukee tax picture different from Chicagoland's. The city assessor revalues property every year and the window to object is short, and Wisconsin's income tax follows a version of the federal tax code frozen at the end of 2022, so many recent federal changes do not carry over.
Assessments and the Board of Review
Milwaukee's assessor says it typically revalues the whole city every year, and it did so for 2026. During Open Book you can talk with an appraiser about your value. The objection itself had to be filed by May 18, 2026, and the city's 2026 page listed the first Board of Review meeting as to be determined.
State rules add detail. Under the Department of Revenue's 2026 guide, you must give the board clerk notice that you intend to object at least 48 hours before the first meeting and file a signed Form PA-115A, and you must object to the property's total value, not just the land or the building. Values are set as of January 1.
The Board of Review works like a court. It must presume the assessor's value is correct, so you carry the burden of proving a different value as of January 1. Milwaukee's board asks you to confirm your hearing at least 10 business days ahead, and if you neither confirm nor appear, it sustains the assessor's value. Documents are due two business days before the hearing, and presentations are expected to run no longer than 30 minutes. The board may give an appraisal limited or no weight unless its author is available to testify. Hearings are usually at City Hall, but the board accommodates Microsoft Teams and telephone appearances, which helps owners who live elsewhere.
Wisconsin has no county assessors. Each municipality's assessor values most property, while the state itself assesses manufacturing property every year. Since the January 1, 2024 assessment, 2023 Wisconsin Act 12 has exempted personal property such as furniture and equipment. Property tax can be paid in full or as a first installment by January 31, with the second installment due July 31.
Wisconsin income tax and a frozen tax code
The 2025 Wisconsin return was due April 15, 2026, and a single filer under 65 had to file at $14,260 of gross income. If the IRS adjusts a federal return, Wisconsin expects you to report that change within 180 days. Our Wisconsin page covers rates, the new retirement subtraction and Illinois reciprocity.
Conformity is the bigger story. The Department's July 2026 bulletin says Wisconsin follows the federal code as amended to December 31, 2022, and that provisions the 2017 tax law suspended through 2025 are restored for Wisconsin purposes in 2026. For 2025, the Department's November 2025 slides say Wisconsin has not adopted the federal deductions for tips, overtime, car loan interest or seniors. Wisconsin does follow federal law on section 179 expensing and the section 1202 small business stock exclusion.
For 2026, the bulletin lists differences that reach ordinary households:
- Employer payments of an employee's student loans are taxable wages in Wisconsin.
- Dependent care assistance is excludable only up to $5,000 ($2,500 if married filing separately), against $7,500 federally.
- Research and experimental expenses follow section 174 as it read before the 2017 tax law.
- Charitable gifts by individuals are capped at 50% of the contribution base, without the new 0.5% floor.
Healthcare professionals with loan-repayment benefits and manufacturers with product development costs should have these reviewed before filing. See our guide to research expenses.
Employers and registration
An employer that pays wages subject to Wisconsin withholding registers for a withholding number. Registering online returns a number in one to two business days, while a mailed or faxed application needs about 15 business days. The initial $20 registration fee covers two years, and renewal costs $10. Federal Form W-4 cannot be used for Wisconsin withholding, so each new hire completes Form WT-4. Our payroll services handle the setup.
For unemployment tax, the Department of Workforce Development lists a $14,000 taxable wage base for 2026 and a 3.05% new-employer rate (2.50% for construction) for employers with payroll under $500,000. Any Milwaukee-area manufacturer should also expect the state, not the city, to assess its manufacturing property.
The Indian-American community and US-India tax
Waukesha County has the highest share in the area: about 8,200 residents, or 2.0%, identify as Asian Indian alone or in any combination, against about 8,700 (0.9%) in Milwaukee County and about 18,600 (1.2%) across the Milwaukee-Waukesha metro area (American Community Survey, 2020 to 2024). Wisconsin sits in the jurisdiction of the Consulate General of India in Chicago, according to the Embassy of India's list effective July 15, 2025.
Topics that come up for families here:
- Whether an Employees' Provident Fund balance must be reported and how it is taxed.
- When Indian bank and investment accounts trigger the FBAR or Form 8938.
- How Indian mutual funds are treated as PFICs.
- How a foreign tax credit applies to India-source income.
How we can help
Remote work covers most of what Milwaukee clients need: federal and Wisconsin returns, evidence packages for Board of Review hearings, withholding and unemployment registrations, and monthly books. IRS notices and India reporting fit the same arrangement. Where Wisconsin rules call for a license or a local professional, we will tell you at the start.
