We are a Naperville, Illinois CPA firm, and we serve Sacramento-area clients remotely; we have no office in California. This page focuses on Sacramento and Placer counties, where the tax details change at the county line: two appeal calendars, different city charges, public pensions and farm rules. It covers what is particular to the area. For California rules that apply everywhere, see our California page.

Public employees, pensions and moving away

If you or a family member works for or retired from a state or local government, the key rule is on the Franchise Tax Board's side. Its 2025 Publication 1005 says federal law prohibits states from taxing the retirement income of nonresidents, and that California does not impose tax on retirement income received by a nonresident after December 31, 1995. The list includes governmental plans, 403(b) and 457 plans, 401 plans and IRAs. The test is whether you are a nonresident, so the timing of a move to Nevada, Oregon or elsewhere deserves care.

CalPERS tells retirees they may change federal or California withholding on their monthly benefit, and that it withholds federal tax from the taxable portion unless you opt out. Your 1099-R is on myCalPERS. Check withholding after any move or large change in income.

The City of Sacramento: tax without a license

The city says it does not issue a general business license. Instead, City Code Chapter 3.08 requires every business operating in the city to hold a Business Operations Tax certificate, paid annually. Fees are due with the application, and the application is routed to Community Development to confirm zoning before the certificate is mailed. Fees depend on the type of business:

  • Sales and service businesses pay based on annual gross receipts.
  • Professionals, a group that includes CPAs, accountants, attorneys, engineers and physicians, pay based on years licensed by California and number of employees.
  • Anyone who owns four or more rental units is in the residential rental category, separate from the Rental Inspection Program.
  • A business run from home needs a one-time home occupation permit, submitted with the tax application.

Two other city charges catch people by surprise. The real property transfer tax has existed since 1978 and is $2.75 per $1,000 of purchase price; if escrow does not collect it, the buyer is responsible. The utility user tax is 7.5 percent on gas, electric and cable television, 7.0 percent on communications services and 6.5 percent on prepaid wireless.

Two counties, two appeal calendars

California limits annual assessed value increases to 2 percent under Proposition 13, except after new construction or a change in ownership. What differs is the appeal timing.

  • Sacramento County. The Assessor's calendar lists July 2 as the first day and November 30 as the last day to file an assessment appeal with the Clerk of the Board. Separately, the Assessor runs a free informal review from July 1 through December 31. The Clerk's page also shows a December 2 date in one paragraph, so confirm before relying on the last days. Exemption claims are due February 15 for the full benefit.
  • Placer County. The 2026 regular filing period was July 2 through September 15, with a $40 non-refundable processing fee per parcel. A Placer County homeowner who missed it generally must wait for the next regular filing period, while Sacramento County's period runs through November 30.
  • Supplemental bills. For a change in ownership or new construction in Placer County, you generally have 60 days from the notice. Sacramento County uses 60 days as well.

Pending on the November 3, 2026 ballot

The Sacramento City Unified School District's Measure M would impose a $95 per year special education tax on each parcel and needs two-thirds approval. Statewide, Proposition 43 would raise the vote needed for voter-proposed local special taxes from a majority to two-thirds beginning January 1, 2027. Both are pending until votes are counted.

Farms and Central Valley businesses

The Williamson Act lets landowners sign contracts with local governments that restrict land to agricultural and compatible uses under a minimum 10-year rolling term, in return for property tax assessed on actual use rather than market value. Farmland Security Zone contracts typically run 20 years and give a larger reduction, according to the Department of Conservation.

On sales tax, the California Department of Tax and Fee Administration says farm equipment and machinery can be partially exempt on the state general fund portion, currently 5.00 percent. The buyer must be a qualified farm or ranch business and use the item primarily, meaning 50 percent of the time or more, to produce or harvest agricultural products. Mobile transportation equipment does not qualify, and the seller needs an exemption certificate.

On the federal side, IRS Publication 225 explains that a farmer with at least two-thirds of gross income from farming can skip estimated tax by filing and paying by early March; for 2025 returns that date was March 2, 2026.

The Indian-American community and US-India tax in Sacramento

The Sacramento-Roseville-Folsom metro area has about 64,600 residents who identify as Asian Indian alone or in combination (about 2.7%). Sacramento County has about 46,400 (2.9%) and Placer County about 9,900 (2.4%). Folsom stands out at about 9,200 residents, or 10.9% of the city, and Elk Grove has about 6,600 (3.7%), according to the American Community Survey 2020 to 2024 5-year, Table B02018.
